The strategic goal of the defense industry reformation implemented according to the federal target program is the establishment of a new image of the defense-industrial complex by its restructuring for new goals of military production and main parameters of the government armament program.
2005 through 2010, in compliance with the concept of structural transformation, the same structure will be created for development of sea-based missile complexes. According to Decree № 566 of President of the Russian Federation, dated April 28, 2007 “On Open Joint Stock Company “Academician V.P.Makeyev State Rocket Centre”, by the regulation of the Government of the Russian Federation the leading role in this structure is assigned to OAO “Makeyev GRTs”. Besides OAO “Makeyev GRTs” the Integrated Structure will include four Joint Stock Companies: OAO “Miass Machinery Plant”, OAO “NII “Germes”, OAO “Krasnoyarsk Machinery Plant” and OAO “Zlatoust Machinery Plant”.
The main goal of the development of the Integrated Structure is guaranteed and timely execution of the Government Defense Order, Federal Space Program, International Cooperation Plans, enhancement of the economical efficiency of the employment of the federal property, provision of space-rocket and other civilian services competitive at home and foreign markets.
Assignment of the management control functions to OAO “Makeyev GRTs” is explained by that the GRTs was at the head of the cooperating enterprises included into the Integrated Structure for many years and they together have implemented a number of complex engineering projects. The GRTs have a considerable experience in management of the cooperation of industrial and scientific enterprises, managerial procedures have been developed to organize cooperative labour at various phases of production and interaction with Customers.
As a consequence of corporalization all the shares (100%) of the enterprises-copartners will be the federal property. In this case the OAO “Makeyev GRTs” will hold the controlling block of shares. This will allow to significantly reduce the period of transition and management reorganization for handling the following problems:
- implementation of the present-day and long-term obligations under the government defense order connected with development, updating, serial production, guaranteed operational supervision, lifetime extension and safe elimination of strategic ballistic missile complexes;
- expansion of the activities at foreign and domestic markets related to the employment of space rockets in the interests of the national economy;
- maintenance of the possibility to perform closed-loop technological cycles of development, serial production and operation of the ballistic missile complexes;
- maintenance of high technical capabilities, safety and reliability of the products owing to retention and development of production capabilities and basic technologies;
- support of the long-term stability of the Integrated Structure at irregular effectual demand by diversification of the activity (space-rocket and conversion trends);
- support of an acceptable level of utilization of the production capacities of the members of the Integrated Structure;
- increase of the economic effectiveness, cost saving due to concentration of financial resources, optimization of management and distribution of production facilities.

Establishment of the Integrated Structure for development, production and operation of strategic sea-based missile complexes is one of the basic conditions for successful execution of the government armament program for 2007-2015. This will allow the State Rocket Centre, on a new organizational level, to produce competitive high-technology military and civilian products.
